looks like an istallation bar, because it can go back and forth, to where a loading bar usually only goes forward, These kinds of installation bars will drive you crazy because it is like your computer can't make up it's mind, however they seem to amuse the Website's vistors, yet confuse them causing them to keep on scrolling down to see if anything is installing, it will get your website heard.
